Hoarding is defined as an illegal activity by the Federal Trade Commission and FCC rules that outline the proper usage of toll free phone numbers, and defines hoarding as the acquisition of more toll free numbers than one intends to use immediately or the registration of toll free numbers without an active customer requesting that number.  Hoarding also encompasses the registration of specific toll free numbers to be brokered or sold at a later time.
