Some people in the toll free industry would be benefitted by remembering that according to regulations enacted on April 11, 1997 by the Federal Communications Commission, toll free phone numbers cannot be sold or brokered under any conditions. These rules were approved after the FCC fielded numerous complaints about price gouging for catchy vanity numbers and popular numeric sequences and they are still active and enforced.

Word of potential rationing of toll free numbers has been floating through the gossip mill lately. Rationing of toll free numbers is not a new concept. After 800 numbers ran dry in 1995 the federal government rationed numbers until the 888 numbers were launched a year later. Toll free service is essential for every business trying to get a competitive edge in tis economy. Insiders are concerned that if the existing available 800 numbers are rationed, some businesses could lose a viable marketing strategy.

Due to the ongoing scarcity of 800 area code phone numbers, recent reports are indicating that phone companies are beginning to raise the cost to obtain 800 numbers.
Many providers are expected to follow suit.

The FCC does not play a role in the assignment of new toll free numbers. Instead, they regulate the guidelines under which 1-800 numbers can be used and obtained. For instance, the FCC has declared that the hoarding and warehousing of numbers is prohibited and punishable with severe fines—recently illustrated by a citation for an $11,000 fine each day a California company continued to implement improper toll free practices. Numbers are assigned by toll free carriers (resp. orgs) and phone companies. Subscribers have the option of shopping around for the best quality and the best rates.

On the heels of an announcement that more than 700 Chrysler car dealerships would close early this summer, Chrysler announced a new toll free customer service phone number for Chrysler, Jeep, and Dodge vehicle owners. Anyone with concerns about service for their existing Chrysler vehicle or who needs information on purchasing a new car, can call 1-800-992-1997 for information.

According to the FCC, toll free numbers are becoming increasingly popular for business and personal use. The supply of disconnected numbers is low because 800 numbers are extremely effective in helping businesses thrive. Toll free numbers increase market reach, enhance customer confidence, establish recognition of brand image, and sustain businesses during a weak economy. Because businesses that offer 1-800 numbers prosper, disconnected numbers returned into the system are scarce.

Recent reports have referred to the situation as the ‘the perfect storm” meaning the shortage of numbers, the soaring demand, and the failure of the federal government to release reserved numbers have all collided to create a situation in which rationing, an embargo or even a complete depletion of 800 numbers is possible.

Questions have arisen about the role of the 800 Services Management System. This is how it works: the SMS/800 management team works with toll free service providers and with the owners and operators of the 800 numbers. The SMS/800 team is comprised of a representative of each of the Bell Operating Companies. The team has final authority on all issues that arise at SMS/800.
