In recent months, members of the Tollfree Advisory Committee at SMSGOV.com have been repeatedly warning of the decline of available toll free phone numbers. To offset the anticipated impact of this scarcity of 1-800 numbers, the Tollfree Advisory Committee strongly recommends the release by the FCC of the reserved toll free area codes in 2010.

In addition to 1-800-RED CROSS, The Red Cross has set up a another, temporary, toll free phone number for Recovery Assistance and Information. A message can be left on this line 24 hours a day, seven days a week. Assistance is provided at no cost and is coordinated with governments, insurance, and other organizations to ensure there is no duplication of assistance. Call the new Red Cross toll free Recovery Assistance and Information line at 1-888-953-3463 through August 29.

As “public resources” that cannot be bought or sold, the FCC deemed the practice of selling specific vanity numbers or numerical sequences illegal. Opponents say this practice hurts the industry because it limits the best use and most practical assignments of specific numbers. Still, the FCC has held fast, cracking down on illegal sales and regulating the assignment of numbers on a first-come, first –served basis from the main database of available numbers maintained by 800 Services Management System (SMS/800).

Last year, there was a call for the owners of unused toll free numbers to retire their dormant 1-800 numbers back to the main database for use by others. Perhaps it is time for another call to action. With an estimated 8,000 numbers registered each day, and more than two-thirds of the supply already taken, there is a real concern about the limited stock of available numbers and the impact on small businesses. The limited availability of new toll free numbers, coupled with the limited turnover of used numbers, have created an intense demand for the remaining toll free numbers. Retire those unused numbers!

In recent years, the limited availability of new toll free numbers has created an intense and competitive demand for valuable 800, 888, 877 and 866 numbers. Following the emergence of a black market for these numbers, sources say federal authorities are cracking down on illegal toll free practices, including reports of attempts to sell or lease numbers off eBay. Let’s hope so.
With depleted supplies leading to a growth of illegal hoarding and leasing practices, experts say it is imperative that subscribers be informed on the proper acquisition and use of toll free numbers. Its incumbent upon the FCC and telecommunications companies to educate subscribers.

Rationing is not a new concept. After 800 numbers ran dry in 1995 the federal government rationed numbers until the 888 numbers were launched a year later. The rationing of toll free numbers could a tighter squeeze on U.S. businesses, already in trouble with a shaky economy. Toll free service is essential for new companies, start-ups and any business trying to get a competitive edge. In 1994 as a means of keeping up with emerging digital technology, the United States Congress approved the Communications for Law Enforcement Act (CALEA). The regulations were intended to preserve a wiretapping law put in place in 1968 and allow wiretapping over digital phone networks.
