Signing a long-term contract with a toll free carrier could prevent you from switching providers if you end up dissatisfied with the service or fees. Toll free numbers have been portable since 1991—this means you have the ability to switch carriers and “port” your number, in other words take it with you. All toll free customers should be aware that signing a long-term contract could be detrimental. There are plenty of carriers that provide toll free service without contracts or with very flexible short-term contracts.

In 1991, the Federal Communications Commission enacted a regulation that made 1-800 numbers ‘portable’—this simply means the number can be moved from carrier to carrier. (This is referred to as “porting” the number.) The idea was that subscribers should never have to worry about losing control of their preferred phone number if they switch carriers and they should never be locked into inferior service.

Any businessperson who has lost revenue due to the oil spill in the Gulf of Mexico is entitled to call BP toll free to submit a claim for reimbursement. Toll free numbers enable callers to reach businesses, organizations, and non-profits without having to pay for the call. This marketing tool has been so successful that the available 800 numbers are decreasing while demand is growing at unprecedented rates.
A toll free number forward to, or rings, at any local number and on any phone. It does not require a special set-up of installation of any kind. There are four toll free pre-fixes, 800, 888, 877, and 866, and they all work the same way. Calls to these numbers are charged to the subscriber, not to the caller. We got a kick out of the fact that toll free numbers were a category on the television quiz show Jeopardy last night. And the contestants knew most of the answers. Toll free telephone numbers–especially vanity numbers–stick in the minds of consumers. Toll free is everywhere and its popularity is growing.

After a recent blog post on regulation, a reader requested an example of how regulators have controlled the improper use of toll free numbers. Here’s one: In 2005, the FCC yanked control of 1-800-RED-CROSS from a private California business owner who was leasing the use of the number to local chapters of the Red Cross. When the charity filed a formal complaint, the FCC determined that the brokering was illegal and handed over control of the number to the non-profit.
