A group of us waiting recently for a telecommunications conference to begin noticed during a local cable television broadcast that at every commercial break (five during a 30 minute program) there was at least one commercial advertising a toll free phone number. During one break, all four commercials had a toll free phone number announced and/or listed at the bottom of the screen. The companies advertising ranged from national companies to a locally-based fitness service. More proof of how many businesses use toll free nowadays. It is a marketing necessity.

Municipalities continue to use toll free phone service to reduce the necessity for residents to drive to municipal offices. Will the possible release of the new 855 toll free phone numbers help curb the growing black market and illegal hoarding practices? The FCC began investigating hoarding of 800 numbers over a decade ago. These improper practices continues to grow along with the skyrocketing popularity of toll free services. Hoarding by individual subscribers is lillegal. A subscriber may not acquire more toll-free numbers than they intend to use. By FCC definition, “hoarding” also includes “brokering” toll-free numbers for a fee.
