While we are amused by all the publicity actor Bill Murray has been receiving over his new personal toll free telephone number, we are not surprised by his decision. Actors, sports figures and celebrities have long used toll free telephone numbers for their professional image. The numbers sometimes ring to staff, sometimes to taped messages, and sometimes directly to their managers and agents. Personal use of toll free service has mushroomed over the past decade and we expect it will continue to grow in popularity.

In the telecommunications industry, we are once again hearing rumors of toll free rationing. The federal government rationed 800 numbers in 1995 until the new 888 pre-fix was introduced a year later. Now, the supply of available 1-800 numbers is again nearly depleted. This marketing tool has been so successful that the available numbers are decreasing while demand is growing at unprecedented rates. If rationing is implemented, obtaining a new toll free number will be more difficult than ever before.

Free cell phones are now being provided to needy residents of the U.S. The program is called SafeLink and is intended for low-income families and anyone receiving Medicaid, Supplemental Security Income and other government assistance programs. Safelink is being hailed as a safety program for those who cannot afford phones to stay in touch with children and family or who may need to contact police and medical personnel.

1-866 numbers are increasing in popularity. For many subscribers, it is easier to find a suitable 1-866 number these days than a 1-800 number. They are widely recognized as toll free numbers. AT&T introduced 800 numbers in 1967. Two decades later, when most of the 7 million possible numbers were taken, the 888 pre-fix was introduced. It took just two years for that supply to run dry. The FCC then launched 877 in 1998 followed soon after by 866.

With available 800, 888, 877, and 866 numbers at all all-time low, insiders fear the numbers will run completely dry, hurting business and creating an out-of-control black market.
Experts say that consumers recognize that many of the advantages of 1-800 numbers outweigh standard local phone service. Toll free service is becoming increasingly common with parents wishing to keep in close contact with children and teens. Businesses with a 1-800 number can see almost instant increases in sales, word of mouth referrals, and a decrease in product returns and the FCC reports that toll free service is a “proven” marketing tool.

Government agencies are using toll free telephone numbers to curb crime–and lately the focus has been on identity theft. Criminals are increasingly searching for random Social Security numbers. Once they find them, they cross-check these numbers against other databases to see if the numbers have been used to obtain credit. The newest unfortunate trend is targeting children’s Social Security numbers. The Federal Trade Commission’s identity theft hotline can be reached toll-free at 1-877-ID-THEFT (438-4338).

New York State has launched a toll free number to help address its affordable housing crisis. Through a web site and toll free number, people in need of housing can be matched with landlords. This is a brand new initiative from the New York State Department of Health and the New York Office of Mental Retardation and Developmental Disabilities. The toll-free number to the bilingual call center is 1-877-428-8844, staffed weekdays from 9 a.m. to 8 p.m.

Thirteen years after the federal government rationed the dwindling supply of toll free numbers, reports are circulating that rationing will once again be implemented. Severe shortages of 800 numbers are forcing these extreme measures as a means of protecting the limited remaining supply.
The Federal Communications Commission (FCC) has a stockpile of new 855 numbers reserved to address the shortage but these numbers are not expected to be released anytime soon. With available 800, 888, 877, and 866 numbers at all all-time low, insiders fear the numbers will run completely dry, hurting business and creating an out-of-control black market.

American consumers expect a toll free call. Those of us in the telecommunications industry know that if company does not offer 1-800 numbers to assist customers with tech support or payment assistance, it may not succeed.
Toll free phone service has become such a staple of retail and service companies that they are now expected by most customers. Without toll free, many companies are at risk.
